Geographer Richard Campanella, a professor at the Tulane School of Architecture, has identified over 2000 parcels of open land above sea level within the City of New Orleans that could be used to build safer and more sustainable new housing for people displaced by the flooding caused by Hurricane Katrina in 2005.
